Elton Stafa

Senior expert

Elton Stafa is a senior expert in the field of decentralization and local governance at NALAS. In addition to LoGov, he manages a number of projects at NALAS focusing on data-driven and informed policymaking, supporting intergovernmental dialogue, fostering regional learning and exchange, supporting the capacity development of local governments and their associations etc. Elton Stafa leads the NALAS Task Force on Fiscal Decentralization and is the editor of the annual NALAS Fiscal Decentralization Report for South-East Europe. He has previously worked at the Ministry of Finance of Albania where among others, he coordinated efforts to develop Albania’s Public Finance Management Strategy 2014-2020. Stafa has also worked with USAID, leading efforts to draft and implement Albania’s first ever Law on Local Self-Government Finance; the new formula for the allocation of intergovernmental grants; and more recently a preschool education finance reform. Elton Stafa holds a MSc. in European Economy and Business Law from the University of Rome Tor Vergata. He has been engaged in academia as a lecturer in public finance and macroeconomics. He is author and co-author of a number of publications on public finance and decentralization policies, legislation and reforms in Albania and South-East Europe.
