Eva Maria Belser

Professor and Co-Director

Prof. Eva Maria Belser holds a Chair for Constitutional and Administrative Law at the University of Fribourg (since 2008) and a UNESCO Chair in Human Rights and Democracy (since 2014). Since 2008, she is Co-Director of the Institute of Federalism and heads the international unit. She is a member of the board of the Swiss Centre of Expertise in Human Rights and co-directs the thematic cluster “Institutional Aspects of Human Rights Implementation”. In 2016, she has been elected first vice-president of the International Association of Centers for Federal Studies (IACFS). Since 2018, she is a member of the independent expert group on the European Charter of Local Self-Government. For her achievement in the field of comparative federalism, she was awarded the federalism prize 2019 by the ch foundation.

Flavien Felder

Researcher

Flavien Felder studied international relations at the Graduate Institute, Geneva (IHEID) and law at the University of Fribourg. After accomplishing internships at the Timor-Leste mission in Geneva and at the Swiss Embassy in Delhi, he worked for a couple of years for the Swiss Agency for Development and Cooperation (SDC) where he was in charge of the projects portfolio with India (climate change, local governance, etc.). Flavien Felder also worked for a consultancy firm active in the energy sector as well as for a fiduciary company.
